ON NUCLEAR REFERENDUM: WHAT TO DO IN VENETO?

Saturday, February 19 public meeting in Mestre.

Last Wednesday, Feb. 2, the Constitutional Court ruled on the "question of constitutionality" posed by the regions of Tuscany, Puglia and Emilia Romagna, Cassano Article 4 of the Decree implementing the Law of 2009 on the new nuclear program provided by the Berlusconi government.
It is, in Essentially, the rejection of the rule that excluded the opinion of the Regions from the process for selection of sites where you make new plants. After the pronouncement of the Court, the opinion of the regions becomes "mandatory" that must be expressed and evaluated by the Government, but then this same opinion is not "binding" for the central government, which can therefore proceed with the construction of the plant even before a regional negative opinion.

anachronistic folly for those considering a return to atomic energy in our country, the decision of the Constitutional Court is a great way to call - literally - "Down to earth" the debate on nuclear power.
It would be wrong to hide the affair as a referendum has thus far created in all of us some embarrassment. The Italian people had already clearly expressed for the cessation of nuclear technology with the referendum in 1987 and won the validity of that vote went defense with tooth and nail. Unlike what happened with the referendum for the common good water, collecting signatures came from a path of mobilization from below, spread and consolidated, but an initiative of the party. Meanwhile, the government's tactics and Enel, which have so far carefully avoided the explicit indication of sites central to the future, has delayed the development of new anti-nuclear movements at the local level, they could also become the protagonists of the referendum battle.

However, we believe that the admission, in addition to the two referendum against the privatization of water service, the question on nuclear power poses to all of the need to address and try to win this game. Consider, for example, the risk of subsequent legitimation of the nuclear program of the Government that the lack of a quorum, in this case, it would cause. Winning the referendum instead, winning a quorum and a majority of YES 'repeal of the law, and do it together to referendum for water, would mark a sharp turnaround compared to bad climate that reigns in our country.

E 'can, at this point, any and all efforts to create a public space, the broader and more unified as possible and as much as possible freed from partisan hats and birthright, able to take on a whole campaign referendum - that is modeled on the movements of the Forum for the water - and to establish a substantial alliance with the latter?

The Constitutional Court's decision also helps us to say that the place in which to build this public space, broad and inclusive initiative Antinuclear is precisely the territory.

back to the territory of the battle against nuclear power, renewable energy and clean for their independent and decentralized management, we believe in our Veneto has a special meaning. We are with Delta, Chioggia and Cavan, the Po Delta and the Lower Legnago Veronese, one of the areas most likely to fall where the choice of one or more sites for the construction of new facilities, but we are also one of the regions most strident is the contradiction between the objectives of the government's nuclear program and propaganda of the "Paron at our house."
A contradiction of the governor Zaia is the living witness: minister of the Berlusconi government in 2009, voted unflinchingly the norm, today quashed, which escape the local authorities (regions in the first place) any responsibility for identifying sites, Chairman Today, the Region states - as it did during the election campaign - "nuclear, yes, but not in Veneto, because they are too densely populated and already self-sufficient in terms of energy production", but without following any formal statements to these away from the Veneto that the specter of nuclear energy.

In short, we believe there are any conditions to resume the thread of the first local mobilizations, with the work undertaken by so many as to Cavan in Chioggia, a Legnago as in Padua, Mestre and Marghera, which led to the success of the initiative "against nuclear network Venetian", with the challenge of propaganda meeting of Enel and Confindustria Veneto and with the participation of the event on September 4 at the Venice Film Festival in Lido di Venezia.

We believe that the initiative of the local committees can be welded with the positive result of the collection of signatures on the proposed law of popular initiative and connected immediately with the launch of the National Committee for the SI 'in the referendum on nuclear power. For this we need to find as soon as possible to discuss and organize.

Saturday, February 19th at 17:30 in Mestre
at the Civic Center via Sernaglia, 43
(150 meters from the railway station of Mestre amidst Capuchin via and via Dante)
selling on these nodes a first public meeting REGIONAL
it would bring its contribution Mario Agostinelli,
promoted by local committees who have given birth the "anti-nuclear network Venetian"
to decide together what to do in view of the referendum date.

Are there any conditions to prevent the squandering of billions of Euros of public resources in the dangerous adventure of the return to the atom. Just as there are all conditions for it to succeed instead of finding a common alternative energy, to accompany the final farewell from the era of fossil fuels and so, from our cities and territories, a model of clean production, independently and directly controlled by all and everyone. We have to try.
